Exchange of views on the stimulation of digital content
Content is a key factor for the development of new electronic communications services and the development of broadband services also depend a lot on the content they provide. A number of barriers exist to the development of digital content in the EU, including the legal differences existing in the Member States, the technical barriers, and the multilingual aspects. Governments must make their own content resources available to the public and facilitate their re-use.
The questions raised by the ministers of Telecommunications during the last Council are :
- how could policies in the Member States and in the EU remove the remaining barriers and stimulate EU content creation ?
- what policies shall be promoted to find the adequate balance between the need of intellectual property protection and the rights of Internet users ?
- How to increase consumer confidence in the Internet?
